
Research Associate
Céline Rodrigues holds a PhD in International Relations, Specialisation in Globalisation and Environment, Nova University Lisbon, Portugal, with a focus on the North Atlantic and Arctic basins demonstrating through scenarios the importance of the Arctic for Portugal. The previous research topic is on human security of Arctic Indigenous peoples with the thesis “Human security of Inuit and Sámi in Canada and Finland: comparing Arctic policies”. She participates in conferences (Paris Defence and Strategy Forum 2025, High North Dialogue, Arctic Circle Assembly, Centro Cultural de Macau, among others), publishes reflections (Janus, Expresso newspaper), articles (Cogitatio, The Polar Journal – Taylors and Francis, Current Development of Law) and policy brief (NAADSN, UNU-CRIS and Atlantic Centre). She is invited for lectures/open classes.
She participated in the RPT 1 (The Role of the Arctic in the Global Earth System) co-leading the research theme 5 at ICARP/IASC. Céline is a member of many institutions / organisations in Portugal and abroad related to the Arctic region. She spent three months in the Arctic at the Arctic Centre, University of Lapland, Rovaniemi, Finland, and is an Associate Researcher at IPRI, researcher at CIDIUM, Researcher Fellow at NAADSN, and Fellow at Polar Research and Policy Initiative. Céline is also an Arctic and Governance policy Advisor at Global Choices. She organizes conferences (Latin Polar Science Workshop) and webinars as co-founder of Latin Polar Science (2025) and Grupo Latino de Ciências Polares (2024).
