
Dr. Garofali is an Uruguayan career diplomat holding a PhD in Law and Economics of Sustainable Development from the Catholic University of Ávila (Spain). He has an extensive track record in international representation, university teaching and research in international relations and global governance. He currently serves as Ambassador Extraordinary and Plenipotentiary of Uruguay to Austria, Slovakia, Hungary, and the Czech Republic, as well as Permanent Representative to International Organizations based in Vienna.
Throughout his career, he has held prominent positions in Europe, Africa and the Americas, serving as Ambassador to Switzerland (2019-2021), to Ethiopia and Kenya (2016-2019), and as Uruguay’s Representative to organizations such as the African Union, the UN Environment Programme (UNEP), UN-Habitat, and the Universal Postal Union. He was Director of Institutional Relations and Deputy Director of Antarctic Affairs at the Uruguayan Ministry of Foreign Affairs, and held diplomatic roles in the United States, in Sweden (and other Nordic and Baltic countries), and in various multilateral forums.
As an academic, he is Professor of the European Institute of International Studies (EIIS) Stockholm, Director of the Chair of International Relations and Diplomacy in the Digital Age, and an associate researcher at other European academic centers. He has taught courses and lectures in Europe and Latin America on regional integration, artificial intelligence and diplomacy, and global policy. His numerous publications address topics such as digital diplomacy, technological governance, peace and development, international cooperation and regional integration, participating in T20 G20 projects, SELA, and diverse academic institutes.
Recognized for his leadership and strategic vision in regional and multilateral processes, Garofali has chaired the Council of Delegates of UNASUR and served as an advisor to international organizations such as IDEA International and the IADB. His approach is characterized by consensus-building, the promotion of multilateralism, and an ethical, inclusive vision of international governance.
He speaks Spanish, English, French, Italian, Portuguese, Swedish and German, and continues to promote cooperation, dialogue and innovation in diplomacy, academia and international public policy development.
