On 6 October 2014, the European Institute of International Studies (EIIS) and the Institute for Democracy and Electoral Assistance (IDEA International) signed a Memorandum of Understanding (MoU) , this agreement provide a international framework for collaboration activities in the following common interest areas:

- The role of national democratic institutions and processes in promoting regional integration
- The development of democratic practices within regional institutions and integration processes, in particular with regards to multilateralism and collective defence of democracy.
- Global Governance: Development, Democracy and Regional Integration in the world.
- Building Regional Democracy: The rol of the Regional Parliaments in the regional integration processes in the world.
- Relations Inter Parliamentary (European Parliament, Latin American Parliament, Central American Parliament, South American Parliament, Pan-African Parliament, Asian Parliament, etc).
Through this MoU, IDEA International becomes in Member of the IBERO-EURO-AMERICA Consortium and the Global Iberoamerica Chair. The Consortium cooperates with IDEA and contribute to its programs and activities, as a Strategic Partner, through its network of universities, institutions and centers with international and academic experts able to provide analytical knowledge, basic support for certain events, experience and readiness for inter-regional dialogue etc.
